Health Outreach Foundation was founded in 2005 by Drs. Tony and Luz Racela as World Outreach Foundation of Kansas City. With extensive experience in international medical missions, they previously founded the Medical Missions Foundation in 1996.

From the outset, our vision has been to deliver charitable medical and healthcare services sustainably, supporting both short-term missions and long-term care initiatives.

Our first major initiative was fundraising for a mobile surgical and healthcare van in the Philippines. This converted tourist bus, equipped with donated medical supplies, operated in partnership with the Lions Club of Candon City, having served over 60,000 patients to date.

In 2014, following a strategic review, our Board of Directors committed to sustainable health programs aimed at enhancing long-term health outcomes globally and locally.

In 2019, we rebranded from WOFKC to Health Outreach Foundation to better reflect our mission's global healthcare focus and commitment.

Today, our outreach spans Kansas City and Dominican Republic, offering medical screenings, health visits, surgical, and dental programs at no charge. We are dedicated to expanding and enhancing these initiatives to reach more communities in need.
